Malta Citizenship by Merit: Stages, Timelines & What’s Next

Good news: we are now offering initial consultations for qualified candidates for the Malta Citizenship by Merit (CBM) program, which is expected to officially launch before the end of the year!

Below is a compact overview of the application stages, timelines, and targeted results so you can plan your path with clarity. 

The Roadmap at a Glance

Stage 0 – Citizenship Proposal Outline (≈1 week)
We complete AML/KYC, review your background and intended contribution (e.g., charitable initiative, new business, cultural or sustainability project), then draft a preliminary proposal. You’ll have a private session with our immigration advisor and licensed attorney to refine direction.
Result: Readiness assessment + recommended next steps.

Stage 1 – Malta Residency Application (≈2–3 months)
We prepare and submit your temporary Malta residency application, which is the required first stage in the citizenship application process. We’ll collect and organize all supporting documents, and coordinate biometrics.
Result: Residency cards, enabling Schengen travel and establishing eligibility for citizenship.

Stage 2 – Citizenship Proposal Preparation (timing depends on proposal complexity)
We develop a comprehensive merit proposal that connects your achievements to Malta’s national priorities (innovation, culture, sustainability, social impact).
Result: Submission-ready merit proposal.

Stage 3 – Citizenship Eligibility Application (≈4–6 months)
We compile and file the full eligibility application. Authorities conduct detailed due diligence on integrity, source of funds, and overall fit under CBM.
Result: Eligibility approval.

Stage 4 – Final Citizenship Application (≈1–2 months)
We handle the final filings, Oath of Allegiance, and issuance logistics.
Result: Certificate of Naturalization and Maltese (EU) passport.

Stage 5 – Implementation & Monitoring (as needed, optional)
Support for implementing your merit-based contribution and meeting any ongoing reporting requirements.
Result: Confirmed implementation and ongoing compliance.
