Maltese citizenship may be acquired through the following legal avenues:

  • Citizenship by Naturalisation
  • Citizenship by Registration (marriage to a Maltese citizen or children/descendants of Maltese citizens)

Citizenship by Naturalisation

Citizenship by naturalisation is granted at the discretion of the Minister responsible for citizenship matters and is subject to strict residence and suitability conditions.

To qualify, applicants must generally meet the following requirements:

  • Be over 18 years of age
  • Be a foreigner or stateless person
  • Have resided in Malta for the 12 months immediately preceding the application
  • Have resided in Malta for an aggregate period of at least four years during the six years preceding those 12 months
  • Be of good character and have a clean criminal record
  • Have an adequate knowledge of Maltese or English
  • Be considered a suitable citizen of Malta

Citizenship by naturalisation is not an automatic right, even where all requirements are met. Applications must be carefully prepared and supported by comprehensive documentation. Citizenship by Birth or Descent

At Independence (21 September 1964), citizenship was automatically granted to individuals who:

  • Were born in Malta before 21 September 1964 and had at least one parent born in Malta; or
  • Were born abroad with a father and paternal grandparent both born in Malta; or
  • Were citizens of the United Kingdom and Colonies on 20 September 1964.

Born Between 21 September 1964 and 31 July 1989, applicants may qualify if they were:

  • Born in Malta, provided the father was not a Maltese citizen and did not enjoy diplomatic immunity; or
  • Born abroad, where the father was a Maltese citizen by birth, registration or naturalisation at the time of birth.

Born on or after 1 August 1989, applicants may qualify if they were:

  • Born in Malta and either parent was a Maltese citizen; or
  • Born abroad and either parent was a Maltese citizen by birth, registration or naturalisation.
