Born Between 21 September 1964 and 31 July 1989, applicants may qualify if they were:
- Born in Malta, provided the father was not a Maltese citizen and did not enjoy diplomatic immunity; or
- Born abroad, where the father was a Maltese citizen by birth, registration or naturalisation at the time of birth.
Born on or after 1 August 1989, applicants may qualify if they were:
- Born in Malta and either parent was a Maltese citizen; or
- Born abroad and either parent was a Maltese citizen by birth, registration or naturalisation.
