On 22 July 2025, the Government of Malta introduced major updates to the Malta Permanent Residence Programme (MPRP). The reforms are designed to increase flexibility, lower costs, and accelerate the relocation process, especially for families.
TLDR: What the 2025 MPRP Changes Mean for You
Malta’s updated residency program is now faster, more affordable, and more flexible, especially for families and global professionals. Key advantages include:
• Faster relocation through a new temporary residence permit
• Lower fees for spouses and minor children
• Rental income potential when you’re abroad
• Long-term residency in a stable, English-speaking country in the EU
This development marks a strategic evolution of Malta’s residency offering, reinforcing its position as one of the most attractive European options for global investors seeking long-term residency and Schengen mobility.

Key Updates to the Malta MPRP for 2025
1. Temporary One-Year Residence Permit Introduced
Applicants who pass standard background checks will now receive a renewable one-year residence permit at the start of the process even before their full permanent residency application is approved. This new temporary permit, valid for 12 months, enables families to move sooner, enrolling children in school, joining local communities, and beginning life in Malta without delay.
Once the application is approved in principle and all conditions are met, the temporary status automatically transitions into permanent residence. If an application is ultimately rejected, the temporary permit will be withdrawn within two weeks of notification.
Benefits:
• Immediate legal status and relocation rights
• Time to settle in, enroll children in schools, and explore property options
• Automatic conversion to permanent residence upon approval
• If the application is declined, the temporary permit is revoked within 15 days
2. Streamlined Pricing for Families
The financial structure has been reworked to make residency more accessible, especially for families:
• Administration Fee, Main Applicant: €60,000
• Contribution, Main Applicant: €37,000 (same for rental or purchase)
• Spouse and Minor Children: No additional charge
• Adult Dependents (e.g., older children, parents, grandparents): €7,500 each
• Dependents added after application approval: €7,500 each
Both the property investment minimums and the €2,000 charitable donation remain at their cur-rent levels. Visit our Malta MPRP program page for a full breakdown or use our MPRP cost calculator.
3. Enhanced Property Usage
Two important updates now allow applicants to make better use of their qualifying property:
• Property owners: May lease their property to third parties when not residing in Malta.
• Property renters: May sublet their rental after five years, with landlord consent.
These changes make the program more cost-effective by creating opportunities to generate rental income.
