In practice, it is not possible to validate a serious merit-based citizenship case on the spot.
Malta Citizenship by Merit is not a standard investment program with a fixed checklist and guaranteed result. It is a discretionary, case-by-case legal framework for individuals whose achievements, integrity, and proposed contribution may be considered meaningful to Malta.
That is why Stage 0 matters.
What Stage 0 Is Designed to Do
Stage 0 is the first structured step before moving into a full Malta Citizenship by Merit process.
At this stage, we review your background, your professional or personal achievements, your intended contribution, and the strength of the available evidence. We also conduct initial AML/KYC screening and prepare a preliminary proposal outline that can be assessed against Malta’s long-term priorities, including the direction reflected in Malta Vision 2050.
The purpose is simple: to avoid moving forward based on assumptions.
A proposal may sound compelling in conversation but still be too vague, too weakly documented, too difficult to implement, or not sufficiently aligned with Malta’s strategic interests. Stage 0 helps identify these issues early, before you commit to a more complex process.
Why a Proposal Idea Alone Is Not Enough
A strong Citizenship by Merit case usually requires more than a good concept.
It needs a credible applicant profile, a well-supported track record, lawful and transparent source of funds, a meaningful connection to Malta, and a proposal that can be clearly explained, documented, and implemented.
For example, a founder may need to show more than business success. The proposal may need to explain how the applicant’s work could support innovation, employment, investment, research, or Malta’s international positioning.
A philanthropist may need to show more than willingness to contribute. The case may need to demonstrate credibility, impact, governance, and alignment with a Malta-relevant cause.
A researcher, artist, athlete, investor, or business owner may each have a different path — but in every case, the question is not simply “Is this impressive?” The question is: “Can this be shaped into a serious, evidence-based merit case?”
How Stage 0 Fits Into the Broader Process
Our current working structure is designed to move carefully and strategically:
Stage 0 — Proposal Outline Preparation and Assessment
Initial AML/KYC review, background assessment, preliminary proposal outline, and recommended next steps.
Stage 1 — Malta Residency Application
Preparation and filing of the residency application, including document coordination and biometrics.
Stage 2 — Full Citizenship Proposal Preparation
Development of the complete merit proposal, including evidence, Malta-focused impact, feasibility, and supporting documentation.
Stage 3 — Citizenship Eligibility Application
Formal filing and detailed due diligence review by the competent authorities.
Stage 4 — Final Citizenship Application
Final filings, oath coordination, and citizenship issuance logistics if the case is approved.
Stage 5 — Implementation and Monitoring
Where relevant, support with implementation of the proposed contribution and any ongoing reporting requirements.
Stage 0 does not guarantee approval. It is not intended to do that. Its value is that it helps determine whether there is a serious basis to continue — and, if so, how the case should be positioned before more time and resources are committed.
A More Careful Beginning Can Lead to a Stronger Case

But in this area, quick answers can be misleading. A responsible assessment requires reviewing the applicant, the evidence, the proposed contribution, and the strategic fit. That is exactly what Stage 0 is designed to provide.
