What is Citizenship by Merit?

Malta’s former direct-investment route has been closed and replaced by the Citizenship by Merit framework – a pathway centered on meaningful contribution, sustained impact, innovation, and service aligned with Malta’s national interest.

In general terms, the profile favors exceptional contributors:
• innovators in science, technology, education, healthcare, and advanced research;
• cultural, artistic, or athletic achievers;
• founders and business leaders who support job creation and strategic investment;
• and philanthropic or humanitarian figures with demonstrable global impact.

This is a more selective, profile-driven route. It is less about a one-time financial payment and more about showing why your background, achievements, or proposed contribution genuinely matter to Malta.

For the right applicant, that can be a very compelling shift. Applicants first obtain temporary Maltese residency within weeks, with full citizenship (an EU passport) typically taking around 12 to 16 months, subject to assessment and approval.
