What Is the Malta Permanent Residence Programme?

The Malta Permanent Residence Programme allows qualifying non-EU, non-EEA and non-Swiss nationals to obtain permanent residence in Malta.

Unlike temporary visas that require frequent renewals or depend on employment, the MPRP grants permanent residence status from the outset, provided the programme requirements continue to be met.

Successful applicants receive a Maltese residence permit, allowing them to live in Malta indefinitely while benefiting from the advantages of residing in a European Union Member State.

• Visa-free travel throughout the Schengen Area for up to 90 days in any 180-day period.

Who Can Apply?

The programme is available to financially self-sufficient individuals who meet Malta’s eligibility, due diligence and investment requirements.

Applicants must demonstrate suitable assets, satisfy comprehensive background checks, maintain qualifying property in Malta, and make the required government contribution and charitable donation.

The programme welcomes families and allows a number of dependants to be included, including a spouse or long-term partner, dependent children, and, in many cases, dependent parents and grandparents.

The Financial Requirements

The financial requirements under the Malta Permanent Residence Programme remain straightforward and transparent.

Applicants may either:
• Purchase residential property in Malta with a minimum value of €375,000, or
• Lease residential property with a minimum annual rent of €14,000.

In addition, the current programme includes:
• A government contribution of €37,000.
• A government administrative fee of €60,000 (payable in stages).
• A mandatory €2,000 donation to a registered Maltese charity organisation.

Applicants must also satisfy the programme’s asset requirements, demonstrating either:
• Capital assets of at least €500,000, including at least €150,000 in financial assets; or
• Total capital assets of at least €650,000, of which at least €75,000 are financial assets.
